with my tablet with android 15 and oneUI7, I am unable to swipe left or right on the available buttons, and cannot add btns to the scrollable section of active btns. I cannot long press or double click on them.

Swiping left or right is not available on the Tablets when separate.
As to the second part of your query, I don't understand what you are trying to do.
Pressing the pencil icon will give the ability to customize your Quick panel. Pressing the panel settings and using Edit Top Quick Settings will let you choose what toggles are shown on the notification panel.
